There were two of them...making the rounds of dumpsters in an area near downtown Ocala. People often throw away good and usable items. I'd guess they were taking advantage of that fact.
Good for them. We do throw away lots of perfectly good stuff. In West Hartford, we put decent stuff out on Saturday night so the pickers can get it before the trash is taken on Monday.
The trashmen who come around will check out stuff, too, if it looks like it might be useable or saleable. One man's trash is another man's treasure, etc.

I've seen this in my own alley behind the house.
I think you can find a lot of useful stuff that other people throw away.
People throw away too many things, in my humble opinion. One person's trash is another person's treasure.
