    I have been trying to figure out how you achieved the striking effects of this photo. My guess is that you took this on a very long exposure and that caused the rain bouncing off the street to blur. There must have been wind because the trees are a little blurred. but the cars and fire hydrant are in sharp focus. If it were not for the sharp focus of the cars, it would almost look like a water color painting.
