There were two of them...making the rounds of dumpsters in an area near downtown Ocala. People often throw away good and usable items. I'd guess they were taking advantage of that fact.
Good for them. We do throw away lots of perfectly good stuff. In West Hartford, we put decent stuff out on Saturday night so the pickers can get it before the trash is taken on Monday.
The trashmen who come around will check out stuff, too, if it looks like it might be useable or saleable. One man's trash is another man's treasure, etc.
