One of the rules of golf says you must "play the ball as it lies." In other words, you can't move your ball so as to give yourself a better shot (with a few special exceptions). This is not one of those exceptions, thus the golfer might say this is "between a rock and a hard place." (It wasn't my golf ball, thank goodness!)

Looks like a spot to use a foot wedge when no one is looking.
The formal rules of golf might be a bit different than the way the game is usually played. That was a terrible thing to do to your opponent's ball. ;-)

I don't play golf, (unless you include mini golf) and even I can see that this might be a problem.
I'd guess this is one of those spots that can prompt some excited and colorful language, too. You know, the kind you wouldn't want tender ears to hear.
