It's a cute sculpture but I'm not sure it really fits in with a city hall building. I do see a hole where their hearts should be so maybe it's a depiction of politicians doing their balancing act to keep themselves elected.

I hope this isn't a warning about what citizens have to do in order to get attention inside City Hall!
'Citizen's Circle' sounds nice. Is that a gathering space outside, I wonder. The sculpture is impressive and well 'balanced'.
