He is thinking, "why is that guy taking my picture". He doesn't look too happy but it might be from the phone call and not the photographer.

We were just saying the other day how bizarre it is that so many workplaces allow their employees to take personal calls whenever and wherever they are..right in the middle of when they're helping someone often.

...or a customer? No doubt that is an ID badge near his pocket :). Gosh, I would love to walk in that store tomorrow and say to that guy, 'I saw your picture on the internet'...ha ha!
